WOODARD, Judge.

Defendant-Appellant, Brian Lee Stephens, has filed the instant appeal asking that this court reverse the ruling of the district court which disqualified Mr. Stephens from being a candidate for the office of Chief of Police for the Town of Cottonport, Avoyelles Parish, Louisiana. For the reasons assigned below, we reverse the trial court's ruling, and hereby dismiss plaintiff's suit.
