David R. Walters and M.W. "Webb" Hart were convicted after a joint trial for mail fraud, money laundering and conspiracy. The prosecution charged, and the jury found, that Walters and Hart concocted an elaborate scheme to conceal the nature and source of payments made to Hart, a member of the governing body of St. Tammany Parish (the "Parish"), by the Parish's insurance company.
