LOKEN, Circuit Judge.

Robert E. Hines pleaded guilty to drug and firearm offenses. The district court sentenced him to ninety months in prison and three years of supervised release. The court also imposed a fine of approximately $300,000, based upon the fact that Hines will receive $1,550,000 in personal injury settlement payments over the next thirty-five years.
