In November 1994, defendant-appellant Hamilton pleaded guilty, pursuant to a plea agreement. She stipulated to having purchased 40,000 tablets of ephedrine and two gallons of acetone to be used in the manufacture of methcathinone, in violation of 21 U.S.C. §§ 846 and 841(a)(1).
