This is an appeal from a decision of the Board of Bar Examiners of the Delaware Supreme Court (the "Board") denying the appellant's, Thomas E. Cahill's ("Cahill") Petition for Special Accommodations in taking the 1995 Delaware Bar Examination. Cahill contends that it was arbitrary, unfair, and a denial of due process for the Board to deny him special accommodations without a hearing.
