Wild, 659 So.2d 1103 (Fla. 4th DCA 1995), wherein the Fourth District Court of Appeal quashed an administrative order of the Chief Judge of the Nineteenth Judicial Circuit assigning a county court judge to circuit court duty and certified the following question to be of great public importance:
