On July 7, 1995, Daniel Beck was clamming in the Mississippi River on the west side of the main channel of the river in Iowa waters. Wisconsin Department of Natural Resources conservation wardens cited Beck for possession of undersize clam shells in violation of WIS. ADM. CODE § NR 24.09(1)(a).1 Prior to trial, Beck moved to dismiss the case for lack of personal jurisdiction. The circuit court agreed that it lacked jurisdiction...
