On December 31, 1988, David Salemme, a supernumerary policeman employed by the city of Derby, shot his friend, the plaintiff, Dawn Romano, numerous times before fatally shooting himself. The plaintiff alleged that Derby police officers1 employed by the city negligently failed to protect her from Salemme.
