ZAPPALA, Justice.

This appeal raises the issue of whether a licensee's refusal to sign a consent form after she orally agreed to submit to a blood test constitutes a refusal pursuant to 75 Pa.C.S. § 1547. We hold that the failure to sign a consent form does not per se constitute a refusal to submit to chemical testing.
