The Department of Public Welfare (department) appeals from a Superior Court judge's allowance of the plaintiff's motion for summary judgment restoring her Aid to Families with Dependent Children (AFDC) benefits. The department terminated the plaintiff's benefits because the plaintiff's daughter was placed in the temporary custody of her father.
