GARWOOD, Circuit Judge:

The Immigration and Naturalization Service (INS) initiated deportation proceedings against Mamdouh Abdel-Masieh (Abdel) on December 4, 1990. The immigration judge found Abdel to be ineligible for asylum and for withholding of deportation under the Immigration and Nationality Act. The Board of Immigration Appeals (BIA) affirmed the immigration judge's decision and dismissed Abdel's appeal. Abdel brings this petition to review the final order...
