Roland S. Weaver appeals the district court's decision dismissing his case for lack of subject matter jurisdiction. We affirm.

In October 1994, Weaver filed a pro se complaint seeking "[a]ggravated service connected disability compensation." R. Vol. I, Tab 2, at 5. His complaint stated that the regional office of the Veterans Administration (VA) had ruled against him on his claim for disability benefits in December, 1988...
