At the time of his arrest on heroin importation charges, Abiodun Oloko was found in possession of over $90,000 in United States currency. Mr. Oloko entered into a "proffer agreement" with the government. The terms provided that he would supply the government with information about heroin trafficking then under investigation. The government in turn agreed that the information supplied would not be used in the case-in-chief against Mr. Oloko or...
