Before us is an appeal by the United States from the grant of a petition for a writ of habeas corpus releasing Lui Kin-Hong, a/k/a Jerry Lui ("Lui"), on bail pending a decision on his extraditability to Hong Kong. We previously stayed the release order and we now reverse the order of the district court and hold that there are at this time no "special circumstances" warranting Lui's release.
