Relator Tzvee Zahavy was a tenured professor at the University of Minnesota. He seeks review of the Board of Regents' decision to terminate him. Zahavy claims the University's decision was arbitrary and unsupported by the evidence, resulted in a breach of his employment contract, and deprived him of a vested property right without due process of law.
