Peace, III, appeals a superior court order reversing a State Personnel Commission decision which reinstated petitioner as an employee of respondent, the Employment Security Commission of North Carolina ("ESC"). ESC appeals a superior court order affirming an Office of Administrative Hearing ("OAH") decision finding a Title VII violation and reinstating petitioner.
