Jerome Oncel Hawkins pled guilty to one count of possession with intent to distribute cocaine in March 1992 and received a life sentence.1 Hawkins filed a petition for writ of habeas corpus in March 1993, which was granted based upon a finding that there was no factual basis for the guilty plea in the record.
