Dwayne Coulter, an African-American, was convicted by an Illinois jury of the first degree murder of Michael Ridges, a white police officer, and conspiracy to murder another man. During the jury selection process for Coulter's trial, the State used nine of its ten peremptory challenges to exclude African-Americans from the jury.
