Arizona Health Care Cost Containment System Administration ("AHCCCS") denied a claim filed by Carondelet Health Services ("Carondelet") for services provided to the AHCCCS eligible patients involved in this appeal. AHCCCS denied the claim because it concluded that the patients did not meet the statutory or regulatory requirements for "emergency" services. The superior court reversed the administrative decision.
