St. Paul Fire and Marine Insurance Company (St. Paul) and Missouri United School Insurance Council (MUSIC) insured the Parkway School District (Parkway) in St. Louis, Missouri. Parents of disabled children brought suit against Parkway for allegedly violating their children's rights to special education services and a nondiscriminatory education.
