The first issue is whether, in October 1991, Trumbull County was authorized to enact rules and regulations governing the licensing and operation of construction and demolition debris facilities within its jurisdictional boundaries. We conclude that Trumbull County did not have such authority and affirm that portion of the court of appeals' decision.
