Petitioner Joseph A. Bennett is a United States citizen who pleaded guilty in Mexico in 1989 to charges of transporting cocaine. The Mexican court sentenced him to a nine-year prison term. Soon thereafter he was transferred to the United States Federal Correction Institute (FCI) in LaTuna, Texas, under a treaty with Mexico.
