In this case of first impression, we are called upon to interpret the meaning of Congress' 1990 amendment to 10 U.S.C. § 1095 (Supp.1995). Section 1095 allows the military to be reimbursed by insurance carriers for medical expenses it incurs in treating soldiers whom the carriers insure.
