The State of Arizona petitions this Court pursuant to Rule 32.9(c), Arizona Rules of Criminal Procedure, for review of the trial court's order granting in part the petition for post-conviction relief filed by defendant Thai Minh Nguyen. The trial court found that defendant was entitled to a disproportionality review of his sentence and ordered the Arizona Department of Corrections to commence the review process.
