In this proceeding, the respondent is alleged to be guilty of seven charges of professional misconduct. The seven charges are based on 31 factual allegations. The Special Referee sustained six of the seven charges. The petitioner has moved to confirm in part and disaffirm in part the report of the Special Referee.
