Timothy Brown filed an action against the State of Kansas, the Board of Sedgwick County Commissioners, and Mike Hill, the Sheriff of Sedgwick County, alleging that he was negligently arrested. The district court granted the defendants' motion to dismiss on the ground that the limitations period had expired. The Court of Appeals reversed and remanded, and we granted the defendants' petition for review...
