Delores Brandt is a residential housing developer. When her husband Floyd became disabled, Brandt put her expertise to use. She built a triplex apartment, one unit of which had been modified to accommodate Floyd's wheelchair. Although all of its land is zoned for single-family housing, the Village of Chebanse granted a variance for the triplex.
