Defendant-appellant Joseph Morris was indicted for possessing heroin with intent to distribute it, in violation of 21 U.S.C. § 841(a)(1), and traveling in interstate commerce to promote narcotics activity, in violation of 18 U.S.C. § 1952(a)(3). After Morris pled guilty, the district court sentenced Morris to 160 months incarceration, followed by a five year period of supervised release....
