This action arises out of a tragic incident — the drowning of 11-year old Joshua Covington, son of plaintiff Prince Covington, who at the time was a Staff Sergeant in the United States Marine Corps. The drowning occurred at the military portion of Bellows Air Force Base beach ("Bellows"), Oahu, Hawaii on Easter Sunday, April 19, 1992. The matter came on for bench trial on November 28...
