Benny L. Forest ("Forest") appeals from the dismissal of his Title VII suit against the United States Postal Service ("Postal Service"). The district court dismissed Forest's complaint because he filed it more than 30 days after the Equal Employment Opportunity Commission's ("EEOC") final action on the issue.
