YOUNG, Justice:

Appellant Ferno L. Dubray ("Dubray") became ill while working as a welder/mechanic for respondent Coeur Rochester Inc. ("Coeur Rochester") and was eventually diagnosed with Parkinson's disease and hypothyroidism. The appeals officer determined that Dubray's illnesses were not work related.
