Employer seeks review of an order of the Workers' Compensation Board that determined the extent of claimant's impairment. Employer argues that the Board erred in refusing to admit Exhibit 46, a "supplemental" medical arbiters' report prepared at the request of employer, and Exhibit 47, a document entitled Guide to the Evaluation of Permanent Impairment.
