Peggy S. McCrerey initiated this action under 42 U.S.C. § 1983 and Title VII, 42 U.S.C. § 2000, et seq., against the Commonwealth of Virginia, its Department of Professional and Occupational Regulation ("DPOR"), and Ray Allen, the Director of DPOR.
