EDMONDS, Judge.

Father's parental rights were terminated under ORS 419B.506 and ORS 419B.508. On appeal, we review de novo and reverse. ORS 419A.200(5).

Crystal Rosillo, born August 16, 1992, was taken into protective custody by Children's Services Division (CSD)1 on November 3, 1993. She has been in the custody of CSD since that time. On June 12, 1995, CSD filed a petition to terminate father's parental rights.
