REAVLEY, Circuit Judge:

The Mississippi Department of Economic and Community Development (MDECD) appeals a final order1 of the Secretary of Labor, ordering the reimbursement to the federal government of certain funds provided under the Job Training Partnership Act (JTPA or Act).2 We affirm.
