These consolidated cases involve challenges to orders that the Land Conservation and Development Commission (LCDC) issued on its periodic review of the City of Portland's (the city's) acknowledged comprehensive plan. See ORS 197.628 et seq. One order approved the city's Goal 51 plans for a number of natural resource areas; the other established a work order for the city to complete its remaining Goal...
