Two issues are before us: 1) whether there was substantial evidence to support the Oklahoma Horse Racing Commission's order fining and suspending trainer Jack Wilson, Sr., and 2) whether Wilson received a fair and impartial hearing. In light of our finding that the trainer did not receive a fair and impartial hearing where one of the adjudicators also testified in the case, we need not answer the first...
