This appeal arises from the Louisiana Department of Wildlife & Fisheries' [DWF] constructive seizure of George Bartmess' alligator/catfish farm in Franklin Parish, Louisiana. The plaintiffs, Louisiana Farms, a/k/a Bartmess Farms, George and Helen Bartmess filed suit against DWF and three of its agents, Clinton Eubanks, Emmett Bonner, and Johnny Ferrington. The plaintiffs alleged the impropriety of the constructive seizure under the United States Constitution...
