On the evening of August 4, 1991, Janice Magwood was taken into custody and involuntarily transported to the emergency room of D.C. General Hospital by a mental health specialist employed by the District of Columbia, who applied for her admission to St. Elizabeth's Hospital for observation and diagnosis as a suicide risk.
