In a contested-case adjudication, the Texas Department of Human Services (the "Department") denied Sensitive Care, Inc., (the "Company") continued authority to provide Medicaid assistance under a contract with the State of Texas.1 In the Company's suit for judicial review, the district court affirmed the Department decision and rejected the Company's request for declaratory relief.
