These are two appeals—one by the state and one by the defendant—which we have consolidated. Each appeal involves a question certified by the county court over which we accept discretionary jurisdiction. The state's appeal also contains another issue, not involving a certified question, arising out of the trial court's failure to revoke the defendant's driver's license for five years.
