Superior Refuse Removal, Inc., (Superior) appeals the superior court order affirming the Washington Utilities and Transportation Commission's (Commission) denial of its application for a certificate of public convenience and necessity. The certificate would have allowed it to provide garbage collection services to commercial businesses in the city of Yakima (City), in competition with Yakima Valley Disposal, Inc., (YVD) the current carrier.
