This case concerns Lafayette's efforts to expand its corporate limits by annexing an area known as the I-10/Moss Street region. This appeal prompts us to determine whether the district court erred in granting the summary judgment motion filed by the City of Lafayette (hereinafter referred to as "the City" or "Lafayette"). We affirm for the following reasons.
