The American Association of Retired Persons and Frederic Pease (AARP) appeal from the decisions of the Public Utilities Commission in a consolidated proceeding involving the Commission's investigations of the earnings and regulation of New England Telephone and Telegraph Company d/b/a NYNEX (NYNEX).
