This is an appeal from a decision of the Civil Service Commission of the City of New Orleans ("the Commission"). The appellant, Wayne DeLarge, was subjected to an involuntary break in service which resulted in a reduction in his salary based upon loss of longevity of continuous service. This action was taken by the appropriate Appointing Authority, the City of New Orleans' Department of Finance, because Mr. DeLarge had "cashed out" his annual leave...
