The question presented in this case is whether the Violent Crime Control & Law Enforcement Act of 1994, P.L. 103-322, 108 Stat. 1796, 2095-96, amended 18 U.S.C. § 3553 so as to make policy statements in Chapter 7 of the United States Sentencing Guidelines binding on sentencing courts.
