We withdraw our opinion of July 31, 1996 and substitute the following. This appeal requires that we determine the scope of review permitted the Commissioner of Education when a teacher employed under a continuing contract appeals the decision of a board of trustees in an independent school district to discharge the teacher during the school year.1 We hold that the relevant statutory provisions restrict the Commissioner...
