This case requires us to decide whether the Court of Federal Claims continues to have jurisdiction under the Tucker Act, 28 U.S.C. § 1491 (1994), over an informant's claim for a reward under 19 U.S.C. § 1619 (1994) following certain amendments to that statute in 1986.
