KIDD, Justice.

Appellant Gary Graham, a death-row prisoner, sued in district court for a declaratory judgment and injunction that appellees1 (collectively "the Board") were required to hold a hearing to consider his petition for executive clemency. The district court denied all relief, and Graham now appeals. We will affirm the district-court judgment.
