The plaintiff has filed a civil rights action pursuant to 42 U.S.C. § 1983. He is a Delaware inmate. However, from September 22, 1995 until March 1, 1996, he was incarcerated within the Commonwealth of Pennsylvania. On November 22, 1995, he was transferred from SCI-Camphill to SCI-Graterford.
